Description of Work

This Primary purpose of this position is to manage a staff of professional and technical employees to plan, develop, transfer, maintain and modify computer applications that directly or indirectly affect health and human functions for DHHS. In addition to interacting with business partners, this position coordinates with IT directors and other IT managers, and representatives from other state agencies and the federal government. Through subordinates this position documents requirements, plans, designs, develops, tests, implements, and maintains software solutions.

This position requires a high degree of experience in the business and IT operations, analyzing requirements in addition to applying software development life-cycle methods. This individual has a general knowledge and experience with common development platforms, including those for business process, activity, and transaction management; event processing; enterprise performance management and integration. The ideal individual should possess senior level technical operations expertise, be skilled in providing advice and guidance in application operations, design, development, and support for a diverse set of web-based applications. Experience managing and supporting large scale operations and multi-stakeholder engagements collaborating with the business. Create operational metrics and improve efficiencies for IT operations. In addition, position must be able to demonstrate thorough experience and ability to supervise people; develop and implement procedures; manage details meticulously; solve complex problems; work with conceptual structures, outlines, and models; manage time; get results; and think practically.

The DHHS IT Division works with business units to help ensure the availability and integrity, and promotion of confidentiality of automated information systems to meet their business goals. DHHS IT Division’s primary information technology services are Application Management, Project Management, Privacy and Security, Financial Management, Health Information Technology, Infrastructure and Service Management.

Knowledge, Skills and Abilities / Competencies

  • Experience in managing Timelines, resources, and personnel (State staff and contractors) and direct operation related efforts to completion
  • Demonstrate technical understanding of the business application
  • Experience working closely with Division partners, customers, providers, vendors, and executive leadership
  • Experience in ability to provide coaching and conducting annual performance reviews
  • Demonstrated experience in maintaining compliance with State and Federal laws and regulations
  • Strong analytical and logical thinking ability with effective problem-solving skills
  • Experience working in large scale state, federal or public sector projects.
  • Negotiation and conflict resolution skills with the ability to effectively communicate persuasively
  • Understanding of SDLC
  • Possess excellent listening, oral, written, and presentation skills
  • Knowledge of working with Agile methodology
  • Knowledge of cloud computing concepts and technology
  • Demonstrates understanding of change management, with in depth knowledge of the change management process and the scenarios related for audit compliance.
Management Preferences:
  • Experience of 5 plus years of working knowledge on Medicaid, Managed care, or similar payer systems.
  • Strong experience in managing teams consisting of Technical and Business team members
  • Strong communication skills, working with the executive management
  • Team player
  • Strong understanding of healthcare strategy, operations, technology, and regulatory requirements
  • Understanding of IT auditing and controls, frameworks, and standards
  • Good understanding of Agile methodology

Minimum Education and Experience Requirements

Bachelor s degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management
OR
Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and three years of experience in project management, and/or portfolio management or closely related field
OR
An equivalent combination of education and experience.
